Lesson 1: Providing Public Services

In this Grade 3 lesson from Social Studies Alive! Our Community and Beyond, students learn to distinguish between private services and public services, exploring how governments at the city, state, and national level provide services like clean water, education, and first responders to all community members. Students also examine how taxes fund public services and investigate the reasons people form communities, including security, laws, acceptance, and access to jobs and services.

Section 1

Communities Offer Public and Private Services

Key Idea

A service is a job that someone does for other people. Some services are sold by businesses. You pay for these directly. For example, when you buy a video game or get a haircut, you are paying for a private service.

Other services are for everyone in a community. The government provides these for the good of all people. These are called public services. Parks, libraries, and firefighters are all examples of public services that help keep communities safe and fun.

Section 2

People Create Communities for Safety and Services

Key Idea

A long time ago, people learned it was safer and easier to live together. They formed groups for security and to help one another. Over time, these groups grew into the towns and cities we live in today.

Living together in a community helps people in many ways. They can find jobs, make friends, and feel like they belong. They can also work together to get important services, like schools and police, that would be hard to get all by themselves.

Section 3

Public Services Build Communities

Key Idea

A community works better when people have help. Governments provide public services for everyone. Police officers keep people safe and make sure laws are followed. Firefighters protect homes and help during emergencies.

Other services help with daily life. Public schools give all children a chance to learn. Buses and trains help people get to work and other places. Parks give everyone a space to play and enjoy nature. All these services help keep a community safe, healthy, and strong.

Section 4

Governments Use Taxes to Fund Services

Key Idea

Public services like firefighters and parks cost a lot of money. To pay for these services, the government collects money from people and businesses. This money is called a tax.

People pay taxes in different ways. When you buy something at a store, part of the cost is a sales tax. Grown-ups also pay taxes on the money they earn at their jobs and on the homes they own.
